CODTL performs a variety of functions, including policy and program recommendations for open educational practices and evaluation. Regarding education, it offers guidance on learning design, curricular frameworks, and the creation of digital learning resources that adhere to quality assurance requirements. It also suggests efficient teaching techniques. Administratively speaking, it helps with course team organization, capacity-building projects, and the development of easily accessible teaching resources. Additionally, it carries out studies on new developments in open and digital learning as well as instructional approaches.

  1. Policy-oriented functions

    Recommend policies and programs on open educational assessments appropriate to open and distance e-learning practices, instructional models, strategies and systems and,

  2. Instruction-oriented functions

    Provide advice on constructive alignment and other relevant curriculum frameworks both for program/course design and revision concerns.

    Provide learning design guidance and advice in preparing course packages suitable for open and distance e-Learning (ODeL) based on relevant quality assurance and quality enhancement frameworks at the macro, meso, and micro levels.

    Produce and/or provide technical advice on the development of digital learning materials and objects following relevant course design frameworks and best practices.

    Recommend relevant, inclusive, and appropriate teaching strategies that facilitate deep and active learning, meaningful interactions, and metacognition.

  3. Administrative-oriented functions

    Assist the Faculties of Study in organizing the course team tasked to work on the course design and materials/content development.

  4. Capacity building / Public service-oriented functions

    Conduct capacity building on course development and delivery, including tutorial systems, through training, resource sharing, teacher certification system, and communities of practice for faculty members.

    Design and produce accessible instructional materials on open and distance e-Iearning and other curricular programs for higher education and post secondary institutions as provided for in RA 10650 in cooperation with other relevant units in the University.

    Produce digital learning materials for other recognized partner institutions.

  5. Research-oriented functions

    Conduct research on effectiveness of instructional models, course development and delivery approaches systems as well as one emerging trends in open and digital learning.
